పారిశ్రామిక కార్మికులకు సేవలందించే నైపుణ్యాలను అప్‌గ్రేడ్ చేయడానికి మరియు అప్‌డేట్ చేయడానికి గాను 1977 లో అడ్వాన్సడ్ ఒకేషనల్ ట్రైనింగ్ స్కీమ్ ప్రారంభించబడింది. గతంలో ఈ పథకాన్ని డీజీఈ & కార్మిక మంత్రిత్వ శాఖ నిర్వహించేంది. ప్రస్తుతం డైరెక్టరేట్ జనరల్ ఆఫ్ ట్రైనింగ్ (డీజీటీ), స్కిల్ డెవలప్‌మెంట్ & ఎంటర్‌ప్రెన్యూర్‌షిప్ పరిధిలో అమలు చేయబడుతుంది.
ఈ స్కీంను అమలు చేసేందుకు యూఎన్‌డిపి/ఐఎల్ఓ పరిధిలో 6 అడ్వాన్సడ్ ట్రైనింగ్ ఇనిస్టిట్యూట్లు (ATI's), 15 రాష్ట్రాల పరిధిలో 16 ఐటీఐలు అందుబాటులో ఉన్నాయి. అడ్వాన్సడ్ ట్రైనింగ్ ఇనిస్టిట్యూట్లలను ప్రస్తుతం నేషనల్ స్కిల్ ట్రైనింగ్ ఇనిస్టిట్యూట్లుగా (NSTI) పరిగణిస్తున్నారు. వీటిలో ఒకటి నుండి ఆరు వారాల వ్యవధి గల స్వల్పకాలిక టైలర్ మేడ్ కోర్సులను, ఎంపిక చేసిన ప్రాంతాలలో, పారిశ్రామిక సంస్థల నిర్దిష్ట అవసరాలకు అనుగుణంగా అందిస్తున్నారు.
ఈ పథకం సమర్థవంతంగా అమలయ్యేందుకు ప్రపంచ బ్యాంకు సహాయసహకాలు అందిస్తుంది. ఏటా ఈ స్కీం పరిధిలో 4 లక్షలకు పైగా పారిశ్రామిక కార్మికులు / టెక్నీషియన్లు ఎన్‌ఎస్టిఐల శిక్షణ సదుపాయాలను ఉపయోగించుకున్నారు.
